What you will need:
A mirror (I've seen some really nice cheap ones on eBay)
Emulsion (any colour, use left over paint or buy a test post as it is only needed for a small area)
I had some left over from a paint tester I used in my nephews room you can buy the same colour here
I bought this mirror in a charity shop for
£3.99, I was lucky to find this but I'm sure you could find a similar
one somewhere. the pictures are terrible but it was painted with primer
paint, which was a pale green (yuck!).
Before you buy a mirror make sure that the glass is in good condition, I.e no cracks.
wash the frame with a non abrasive sponge and some soapy water.
Put masking tape round the mirror so you don't splash paint on the mirror.
Then apply 1 coat of your paint, try to get all areas covered and then leave for about 2 hours until re-painting. You could use spray paint, but I have found that it chips more easily and that you have a better choice of colours with emulsions.
I found some star shaped fairy lights with suction cups on the back so I stuck them round my mirror to make it look like the mirrors you see in dressing rooms! I don't know where mine came from but you could buy some ordinary fairy lights or led's that run of a battery and attach them to suction cups like these:
